KERN RIVER VALLEY, California — November 5, 2026. A governing-board election for the Kern Valley Healthcare District has four candidates competing for two positions. In the county’s first full election-night report, Gene Parks Jr. has 1,268 candidate selections (31.68%) and Deborah Hess has 1,238 (30.93%), with Tawnya Torgl at 1,025 (25.61%) and Ants Uiga at 471 (11.77%). These are reported leaders, not certified winners.

Second-to-third margin: 213 selections

The two-seat ballot makes the difference between second and third particularly relevant. Hess currently has 213 more reported selections than Torgl. Parks is just 30 ahead of Hess, but the first-to-second difference does not determine which two candidates occupy the top positions. There are 4,002 valid candidate selections in the reported batch, which should not be confused with 4,002 unique voters.

A regional health district serving multiple communities

The district is a regional health-service public institution, rather than a city hall. Publicly available California health-planning documents describe its Kern River Valley service geography as including Lake Isabella, Kernville, Wofford Heights, Bodfish, Weldon, Onyx and neighboring localities. Consequently, no one should label the tally a vote limited to the incorporated status of any one community.

Health-service oversight and local relevance

Governing-board decisions can affect public facility oversight, budgets and healthcare priorities within the district’s lawful responsibilities. Especially in rural communities, travel distance to healthcare and local service capacity are significant public concerns, but a ballot count is not evidence of why any particular resident supported a candidate. Candidate commitments should be verified separately.

When the results become official

Kern County lists all 11 initial precincts reported for the contest, but the county’s election-night reporting label does not mean the canvass is finished. More eligible mail and other ballots may be counted. The election office, not an early media headline, certifies the final board results according to California’s legal calendar.
